The PATCH organization was founded in 1996 and has operated continuously thereafter. PATCH has an annual budget that fluctuates depending on the grants awarded and programs sponsored. The current program is the 21st Century Community Learning Centers program for community youth. The program also provides After-school programming in the areas of Appalachian Heritage, West Virginia Culture, technology, arts and culture, physical fitness and nutrition, entrepreneurial and job skills, and academic improvement that will be provided at every school in Roane and Jackson county along with the youth center located in the Roane County Committee on Aging building in Spencer. In the last year PATCH 21st CCLC offered a total 193 different programs at the 16 county schools and the youth center as well as 13 different summer programs. In addition PATCH 21st CCLC developed and hosted two Student Leadership Academies and one Science Camp that were held in Jackson County free of charge to all students. All programs feature free materials and supplies, a U.S.D.A. approved snack, and a healthy refreshment drink. This program focuses on targeted at-risk youth in Roane and Jackson County, which has a 40.1% level of children below poverty, 65% of the school children qualify for free or reduced lunch, and an average rate of 26% county wide identified at-risk students in each school. The PATCH 21st Century Community Learning Centers has a full time fiscal officer and all financial statements are audited to legislative standards on both the state and federal guidelines. The program currently serves 2,300 students in Roane and Jackson County.
